The Russian Federation received a loan from the
International Bank for Reconstruction and Development in the amount of US$ 110
million equivalent toward the cost of the Environmental Management Project, and
it intends to apply the proceeds of this loan to payments for goods, works and
services to be procured under this project.
The National Pollution Abatement Facility, aimed at strengthening of financial
delivery mechanisms required to address priority environmental management
investments, is the major remaining component of the EMP.
Within the framework of the NPAF, the following investment initiatives have
been identified and approved for financing:
(i) Sub-project ETC 40: "Reduction of adverse environmental impact
on the Upper Volga basin through modernization of basic and auxiliary
production units and treatment facilities of the CJSC "Ostashkov
Tannery"
(ii) Sub-project E8: “Environmental Enhancement in Novoshakhtinsk-city
(Rostovskay oblast) by application of heat pumps using low-grade heat of mine
waters and natural gas instead of city coal heat plants in the central part of
the city”
The following goods and works are expected to be procured under the above
sub-projects:
ETC 40:
- Wet process automation (for
liming and tanning sections with frequency converters of the drams control);
- Band-knife lime splitting
machine for wet process;
- Fleshing machines;
- Shaving machine for WB;
- Stacker for dry semi-finished
products;
- TPP modernization:
-
equipment for fuel storage,
-
automation and gasification of boiler-house;
- Reconstruction of treatment
facilities
-
reconstruction of chromium precipitation station
-
air blowers (BTF)
-
aeration systems for aerotanks and equalization (preaeration) facilities (BTF);
- Reconstruction of dewatering
shop:
-
equipment for sludge dewatering (LTF, BTF).
E8:
- Design and survey works for
TPS-2, TPS-3 and SHPP
- Construction of TPS-2 (Thermal
pump station)
- Construction of TPS-3;
- Construction of SHPS (Small hydroelectric power station).
Individual items of goods may be combined into larger lots following the
implementation schedule agreed upon at a later stage of the procurement
process. Procurement of contracts financed by the loan will be conducted
through the procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA
Credits, and is open to all bidders
from eligible source countries as defined in the guidelines.
Specific procurement notices for contracts to be bid under the World Bank's
international competitive bidding (ICB) procedures will be announced, as they
become available, in UN Development Business, dgMarket, and local
newspapers. It is possible, however, that some packages described above will be
procured under procurement methods other than ICB and, therefore, no further
notices might be published. Accordingly, interested eligible bidders are
encouraged to not merely express their interest in receiving an invitation to
bid under the ICB procedures, but also furnish relevant information on their
qualification to perform such contracts, enabling the contracting authority to
prepare lists of potential suppliers under different procurement methods. The

copy to the concerned final borrower (second address below).
